Site Assessment

The project site has undergone a number of surveys and assessments including, but not limited to, a Landscape and Visual Appraisal, a Preliminary Ecological Appraisal and a Cultural Heritage Assessment  

Preliminary Site Layout

The final proposed layout design took into account the results of the surveys and assessments undertaken. The Proposed Development's design will retain existing boundary vegetation to the north and west and landscaping measures were included along the south and eastern boundaries of the Site which offer habitat enhancements for local wildlife and which help mitigate potential visual impacts

Soils and Agricultural Land

A Soils and Agricultural Land Scoping Report was undertaken by Wardell Armstrong to provide detail of soils and the current land use across the Site. The Soils and Agricultural Land Scoping Report identified the Site is as being situated on Class 3.1 agricultural land however it is explained that further assessments would likely find that the northern part of the Site (which comprises approximately 4.55 ha of land which was, until recently, an area of woodland) is not actually Class 3.1 agricultural land

Cultural Heritage

A desk-based Cultural Heritage Assessment was undertaken by TNEI to examine the impact of the Proposed Development on listings, scheduling, and designations from Historic Environment Scotland (HES) to assess the archaeological potential of the Site and the land within a 1 km radius of the Site boundary. The Cultural Heritage Assessment is included within the Environmental Report prepared as part of the Application

Landscape and Visual Impact

A Landscape and Visual Appraisal (LVApp) was undertaken and produced by Tetra Tech in support of the Application. The LVApp assessed potential landscape and visual impacts generated by the Proposed Development on identified visual receptors and the local landscape as a whole. Since it was identified that there was a potential for adverse effects on landscape and visual amenity, mitigation measures (primarily in the form of providing belt of planting along the southern and eastern Site boundaries) have been incorporated to avoid or reduce the potential for said impacts.

The LVApp shows that the Site is suited to the environment and can accommodate the proposals. The project will not result in detrimental harm to the character of the landscape or visual environment and, as such, it is considered that the Proposed Development can be successfully integrated into this location and is acceptable from a landscape and visual perspective.

Ecological Appraisal

An Preliminary Ecological Assessment (PEA) has been carried out, assessing the ecological and biodiversity impact of the development. This assessment covers the following:

  1. Identifies the habitat and species present
  2. Assess any constraint of the proposal and its impact in the environment
  3. Reducing and avoiding any impact and compensate any harm that might be caused
  4. Measure the ecological quality and biodiversity

Following principles set in the National Planning Policy , according to our PEA conclusion, the overall impact of the proposals and the adoption of all or most of the enhancement measures would have a negligible impact.

The site and the habitats immediately adjacent have the potential to support nesting birds, red squirrels,
commuting and foraging bats and badgers, and invertebrates.

Flood Risk and Drainage

A desk-based combined Flood Risk Assessment (FRA) and Drainage Strategy has been undertaken and prepared by DLP Planning. The FRA considers the local sources of flood risk, while assessing the potential impacts on, and as a result of, the Proposed Development. The Drainage Strategy sets out a methodology on how best to mitigate and manage any potential impacts.

The online SEPA Flood Map indicates that the Site is out of a high probability flooding area and the conclusions show that the Site is appropriate in terms of flood risk and drainage

Traffic and Transport

A combined Transport Statement (TS) and Construction Traffic Management Plan (CTMP) was undertaken and prepared by DLP Planning. An Access Review identified potential access routes to the Site, construction mitigation measures, and highlights any further investigation works that may be required to facilitate access. A A CTMP was also produced to provide information on the management of construction traffic activities and the mitigation measures proposed to minimise the impact of construction traffic on the local and wider road network.

Noise

A Noise Assessment was undertaken and prepared by LFAcoustics to assess the sources of noise emissions from the Proposed Development during its operational period
